Morningside Condominiums Association Committee Responsibilities and Appointments

If you would like to get involved, the Building Representative Committee currently needs volunteers. Building Reps keep an eye on their building and report general maintenance items to Skyline Real Estate. The Committee meets on the 2nd Thursday of each month at 3 p.m. on the second floor in the Clubhouse.

Long-Term Committee Groups:

Budget Finance Committee:
The Finance Committee activates each fall to assist with preparation of the capital and operating budgets for the following year. After the Managing Agent prepares an initial proposed Capital Budget with a multi-year capital spending Look Ahead Schedule, the Finance Committee reviews them in a first meeting of the budget cycle, and suggests potential changes. After any requested adjustments are made to the Capital Budget, and an initial proposed Operating Budget is prepared by the Managing Agent, both budgets are typically reviewed by the Finance Committee in a second meeting of the budget cycle. If significant potential changes emerge, the Managing Agent makes them, and additional meetings are held if needed. When ready, the Finance Committee meets with the Board and the Managing Agent to go over draft proposed budgets, and (since the Board is present) typically deals more carefully with on-site staff compensation adjustments for the first time in the budget cycle. Final adjustments to the Overall Budget (i.e., capital and operating budgets) are prepared, with an additional combined Board/Committee meeting only if needed. After the Managing Agent mails the final budget to unit owners, the Finance Committee presents, explains and defends the proposed final budget to the community at an annual Budget meeting held the end of November (or early December if Thanksgiving is too late in November).

Building Representatives Committee:
This committee is composed of a representative from each building. The Building Representatives Committee is responsible for advising the Board of Mangers of the condition, safety, maintenance needs and problems of the respective residential buildings of Morningside. The Building Representative is not responsible for trying to resolve problems or personal confrontations that are brought to their attention. The Building Representative only seeks to keep the Board of Managers aware of issues in each building.

Club House Committee:
Issues related to the condition and use of the Clubhouse and the pools will be handled in this Committee.

Landscape Committee:
The Committee has the responsibility of monitoring the condition of the grounds of the Morningside Condo complex. This includes the condition of all shrubs, trees, flower beds and general landscaping in seeking to keep the grounds around the buildings healthy and attractive. Reports should be made to the Board concerning any areas of concern in order that actions can be taken by the Board in directing the Managing Agent to contact the contracted companies which are responsible for the care of the grounds, shrubs and trees. The Committee may consult with these companies in gaining advice and suggestions to present to the Board.This Committee can serve as resource for volunteers who are maintaining flower beds on the grounds.

Library Committee:
This committee has the responsibility of establishing and administering the policies of this lending library which is located in the Clubhouse.

Memorial Trees Committee:
This is the person(s) who has the responsibility of accepting requests from residents for the planting of Memorial Trees on the grounds. When a request is received the location of the tree will be determined in consultation with the Board.

Newsletter Committee:
This Editorial Committee is to establish and maintain guidelines for publishing the monthly edition of the newsletter, ‘Morningside Lite’. The newsletter’s purpose is to keep the residents informed of developments and issues in the community.


Nominating Committee:

This Committee of three or more persons will be appointed by the President of the Board four months prior to the Annual meeting for the purpose of interviewing and nominating persons for the openings on the Board of Managers as outlined in the Rules and Regulations. This Committee will also have the responsibility of publishing the bio material on all nominated candidates and overseeing the election process at the Annual Meeting. All records of this process and voting procedures are to be kept on file.

Physical Property and Architecture Committee:
The responsibility of this committee is the oversight of the buildings of Morningside Condo Association. To assist the Board of Managers in the areas relating to the physical plant [buildings and systems] in order to maintain or improve the property so as to achieve an effective economical operation. To periodically inspect the buildings/property and report findings to the Board of Managers to suggest upgrades and improvements. To work in establishing and maintaining guidelines and specifications for repairs and improvements which are to be done to buildings or individual condominium units.

Rules and Regulations Committee:
This Committee is activated as needed to deal with issues related to modification of the Rules and Regulations. [Issues related to enforcement of the Rules and Regulations are routinely handled by the Board and/or Managing Agent.] To revise and re-issue the entire set of Rules and Regulations whenever changed. Whenever changes in the Rules and Regulations are to be implemented to follow process as indicated in the Morningside Bylaws in reaching a decision of said changes. Some modification of Rules and Regulations may be handled as an Addendum instead of altering the entire document. To serve as consultant to the Board when issues are raised relating to the Rules and Regulations.

Welcoming Committee:
The Committee has the responsibility of keeping aware of new persons [owners and renters] who move into the Morningside Condos. A member of the committee will contact the new resident to welcome them and making sure they have the documents related to life at Morningside. The Committee will report to the Board of Manages Meeting about new residents and, if possible, introduce them to a Board of Managers meeting.

Short-Term Committee or Tasks Groups:

Community Yard Sale Committee:
This Committee will have the responsibility of making the arrangements for the Annual Community Yard Sale. It will be appointed by the Board in response to interest in conducting a sale. This includes setting the dates, advertisement, arrangement for tables and other matters related to the planning of this event.

Entertainment Committee:
To be responsible for the planning and conducting events that would provide opportunities for fellowship among the residents of Morningside. Such events, in the past, have been a summer pool party and periodic coffee times held in the club house.

Insurance Committee:
To be appointed as needed when a periodic review of the insurance policy for the Morningside Condo Association is necessary. The Management Agency will inform the Board when it is advisable to appoint this committee for review of this coverage.

SP-100 Committee:
This Committee will be appointed at the time that the laws and rules governing condominium associations are change and the Morningside Rules and Regulations need to be amended and updated.
